Biscayne Contractors, Inc. (Biscayne) is a minority-owned business based in Alexandria, Virginia that brings specialized experience, past performance, proven project management policies/procedures and technical expertise to provide the flexibility, responsiveness, and reliable performance for all of your construction needs.
Since our founding in 1986, Biscayne has successfully performed thousands of construction projects for clients across the Metropolitan DC area. Our ability to exceed our clients’ expectations are attested to by the continuing award of commercial projects. Additionally, we have extensive experience in successfully executing numerous, simultaneous projects. In our 38-year history, Biscayne has managed almost 3,000 projects.
Biscayne understands that time is of the essence and on-time/within-budget performance is critical to the successful performance of all projects regardless of size, scope or complexity. We strongly believe it is because of our in-house procedures, quality control programs, management strategies and subcontractor partnering that we have continued to thrive in this economy while providing our clients with finished products that they can be proud of.

Safety
No company priority is higher than safety.
Site Specific Safety Plans
Biscayne utilizes the US Army Corps of Engineers Site Safety Plan format (EM-385) as a basis for all Site Specific Safety Plans. The criteria and requirements of the Corp of Engineers Safety Program are more stringent and comprehensive than OSHA requirements. The guidelines, procedures and in particular, the Activity Hazard Analysis, provide a broad, all-encompassing approach that is focused on preventative measures geared toward deterring safety incidents and avoiding accidents.
Corporate Safety Policy
Biscayne’s Corporate Policy on safety is that there is no company priority higher than safety. As evidence of the importance of safety within Biscayne’s corporate culture, the company employs a full time safety staff and retains the services of two independent safety consultants.
Safety Training
Safety Training is provided for all Biscayne field and office based Project Management Personnel on a regular basis to maintain current certification. It should be noted that all Site Superintendents require a minimum of Level 2 Certification which mandates at least OSHA 30 hour Training and Certification plus 24-hours annual recertification.

As a founding principal of Biscayne Contractors, Inc., Alberto Omeechevarria has spent the majority of this professional career building the company from the ground up. From very humble beginnings in 1986, he guided the carefully orchestrated growth of Biscayne to the respected industry leader the company has become.
Based on a foundation of fundamental principles of quality, service, and value, the company has grown and cultivated a loyal clientele of government and commercial customers in the Washington DC metropolitan area. Providing a diverse range of construction services for almost three decades, Biscayne has successfully completed thousands of projects from less than $50,000 to over $15M, including base building, renovation, and interior build-out.

We have configured our organizational structure to provide essential program management oversight and systems support while empowering project managers and project teams to execute production self-sufficiently, ensuring responsiveness and flexibility to customer-specific requirements. This organizational structure has been used successfully on numerous projects and we are confident that it will prove successful for your needs.
Management Approach Statement Biscayne has a proven track record of ensuring quality work and management principles as well as efficient, effective and timely delivery of work to our clients.
We have the depth of experience to manage multiple projects without adversely affecting the quality, price or schedule of any of our projects. By developing a clear line of authority and specific, defined responsibilities, we have found it possible to deliver our projects on schedule, within budget and with the highest level of quality. Furthermore, as the prime contractor, Biscayne has the financial, bonding and insurability qualifications to ensure administrative and technical success.
With over 90% of all Biscayne work involving renovation of active, operational buildings, including office buildings, post offices, museums, court facilities and other operational buildings with employees and public access during construction, our safety procedures and practices have resulted in a superior overall safety record with no lost time accident claims in our entire 38-year history. This is illustrated in our EMR of 0.83.
